City Council May Soon Deliberate on Proposed Downtown Entertainment District Ordinance

Hopkinsville City Council is considering the implementation of an ordinance for a Downtown Entertainment District, which would allow patrons to easily carry drinks between establishments in the downtown area. City Attorney Doug Willen provided an update during the Hopkinsville Committee of the Whole meeting, discussing the council’s research on similar districts in other cities like Owensboro, Paducah, Henderson, and Bowling Green. They are currently in the process of drafting an ordinance based on the feedback and guidelines provided by these cities.

Once the ordinance is finalized, it will be presented to the city council for approval. In other Business, Community Development Planner II Stacy Cook presented information on a resolution for the Flood Control Local Match Participation Program Grant, totaling around $218,230. Councilman Chuck Crabtree inquired about the details of the projects funded by the grant, with Cook offering a detailed breakdown in response.

The council unanimously approved sending the resolution to the city council, alongside a modification to the municipal order concerning the Basic Property Maintenance Code. The modification aims to make the Aunt Mary Fund, established with fines from property maintenance violations, more accessible by removing income limitations. Chief Financial Officer Melissa Clayton explained the reasoning behind this change.

Another item on the agenda, the Solid Waste Trucks Lease, was deferred to a future meeting as per Committee of the Whole Chair Steve Keel. The council continues to address important issues and make decisions that impact the community’s development and well-being.
