Decorating the Christmas tree turned into a medical emergency for Lori Kelley, a Concord resident. A broken ornament caused a small cut on her finger, which seemed insignificant at first. However, two days later, she found herself in the hospital with a severe bacterial infection that required surgery. The silver lining in this situation was that her medical procedure was covered thanks to the Medicaid expansion that officially took effect on December 1.
The expansion of Medicaid in North Carolina was a long-awaited measure that made hundreds of thousands of low-income individuals eligible for this government-funded program. This expansion increased the income limit, allowing adults with incomes up to 138 percent of the federal poverty level to qualify. The previous limit was 100 percent.
In the first 43 days of the expansion, more than 314,000 people gained access to Medicaid, with an additional 41,000 signing up for coverage independently. These newfound benefits have already had a significant impact by covering $2.4 million in dental services and filling over 150,000 prescriptions for individuals with conditions such as asthma, epilepsy, and blood disorders.
Despite the positive impact, there are still challenges to overcome. The Charlotte Center for Legal Advocacy reported “stigma and misinformation” surrounding Medicaid, with some individuals fearing negative treatment by their healthcare providers if they enroll in the program.
However, the North Carolina Department of Health and Human Services (DHHS) is working to combat these concerns by enlisting faith leaders and civic organizations to educate the public about the expansion and the wide array of services covered by Medicaid. Furthermore, the department is planning a publicity campaign to facilitate enrollment, especially for working parents with hectic schedules.
The swift rollout of the expansion is exceeding expectations, with nearly half of the estimated 600,000 new beneficiaries added to the state’s Medicaid rolls within the first month. This rapid progress has been attributed in part to the prior identification of eligible individuals and the temporary shift to a family planning program before upgrading to full Medicaid coverage.
