Support bold new WA effort to divert foster youth from homelessness

A recent analysis from the Brookings Institution has shed light on the homelessness crisis in Seattle, revealing that the city has a significantly higher rate of unsheltered individuals compared to other urban centers. While cities like New York, Philadelphia, and Chicago have been able to provide shelter to most of their homeless population, Seattle stands out with 57% of unhoused people living on the streets.

The analysis attributes this disparity to various factors including the region’s temperate climate, officials’ allowance of encampments, and the lack of “low-barrier” housing. The supply side issues, such as soaring rents, low-incomes, and the lack of solutions for reintegration after incarceration, also contribute to the problem.

In addition to these factors, the lack of support for foster youth transitioning into adulthood has been identified as a key driver of homelessness. Nationally, about 30% of young people who age out of the foster care system become homeless, highlighting the need for comprehensive support systems.

To address this issue, the Department of Children, Youth and Families in Washington has initiated a program to house independent adolescents in dorm-style homes, providing them with support and coaching to help them build healthy skills toward self-sufficiency. The goal is to ensure that at least 75% of these young people complete high school, secure employment, or enroll in postsecondary training by their 18th birthdays.

Historically, the approach to housing foster youth has produced consistently poor results, making it necessary to explore new and innovative solutions to support these vulnerable individuals.
